Message I was in your position and never got the proper answer. First, ALL Z32's are old cars and should initially be treated as restoration projects. So here are the steps to take:

1) Conduct the 6P's...they're in the AutoFAQ section. So you'll buy:
-Spark Plugs (proper ones)
-Boost guage
-Fuel pressure guage
-Timing light
-Air compressor
-Compression tester
-Check the FAQ for more details

2) Now address your problems, hopefully just boost leaks and maybe a new fuel pump.

3) Wheels and Tires. Some nice 17" or 18" wheels (lightweight and not cheap) and some good tires will set you back close to $3k if you get the wheels brand new....but they can help make the car.

4) Brakes. At the bare minimum get Axis Pads, stainless brakelines, speedbleeders, and new fluid. I'd really suggest getting one of the kits that allows you to run larger rotors with the stock calipers.

5) Now check the suspension for worn bushings...because if they aren't worn after 14 years they must have been replaced before you got them.

6) Now spruce up the interior. New shift and e-brake boots. Maybe replace the stock Bose system. If you have money still an importsextreme leather interior would help.

So here's the breakdown of what I'd personally do, assuming I already had tools:

$64 Spark Plugs (PFR6B-11B)
$13 OEM Fuel Filter
$270 OEM Fuel Pump
$50 Autometer Boost Guage
$30 Autometer Guage Pod
$20 Fuel Pressure Guage (B&M or the like)
$2200 Wheels Nismo LM GT4's 18" 8.5/9.5
$1000 BFG G-Force KD's
$430 Brembo Brake Upgrade Kit
$20 ES Steering Rack Bushings
$75 SPL Subframe Bushings
$320 SPL Tension Rods w/ brake ducts
-----
~$4500

A bit more than you wanted to spend but if you shop around for wheels I bet you could get a better deal.

Then start saving up for new clutch/flywheel. Maybe even go for a new driveshaft and some LeaderGears. Once you've done that, you'll probably be ready for a 60k mile maintenance. Then do some more HP upgrades. The difference between a stage 3 car and a stage 5 car is not that great in my opinion.....at least not for the money spent.
